KUCHING (Feb 4): The Sarawak Land and Survey Department (Landas) and the Malaysian Space Agency (Mysa) on Friday night inked a Memorandum of Understanding (MoU) on information sharing and further improving the quality of information delivered via the Litupan Muka Bumi Penderiaan Angkasa Sarawak (Limpas) system.

Witnessed by Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg, the MoU was signed and exchanged by Landas director Datu Abdullah Julaihi and Mysa director-general Azlikamil Napiah during the Landas Summit 2023 dinner at the Borneo Convention Centre Kuching here.

Also present were Deputy Premiers Datuk Amar Awang Tengah Ali Hasan and Dato Sri Dr Sim Kui Hian.

The MoU inked was the third series – the first two were signed back in 2011 and 2018 to produce the Limpas system to assist Landas in producing land coverage maps efficiently and improving the department’s services.

This also marks Landas’ new role in conducting surveys on the state’s continental shelf following the amendment to the State Land Code that seeks control over the state’s airspace, carbon dioxide emissions and to capitalise on carbon capture, utilisation and storage (CCUS).

In his speech, Abang Johari said with the amendment, the state can capitalise on its airspace as part of its new economy utilising technology such as spectrum and remote sensing.

“With the world facing global warming due to carbon emissions, the state can also capitalise on this by capturing, utilising and storing carbon which can be used for carbon trading.

“The Singapore Trade and Industry Minister recently said the Malaysian government has not really studied in detail on carbon trading and capturing carbon and storing it. Then I said to the Malaysian Minister of International Trade and Industry, Tengku Datuk Seri Zafrul Abdul Aziz that Sarawak has done it and we went to London to learn how we can charge carbon that we stored through the agency Verra, which is sanctioned by the United Nations.

“This is the new things related to land, and why I feel such a collaboration is important with other agencies. Landas’ tasks need to be in line with the new economy – everything is on land. Even if we store underneath the sea, it is also on land namely the continental shelf. The difference is that one is submerged and the other is seen on land. As such, this will be the place for us to store our materials for our new economy.

“Meaning to say, Landas now not only survey land but also the seas. We need to survey the geology and land formation at our continental shelf at the sea. So how do we get the data? Via remote sensing,” he said.
